Count Aleksandr Alekseevich SHCHERBATOV (1829 - 1902) was Moscow mayer, honorary citizen of Moscow (1866), and state councilor in deed (1893). After military and government service, Shcherbatov became a philanthropist. In 1866, he opened Second City Hospital at Kaluzhskaya Street in Moscow and participated in opening the first children hospital; in 1867, five elementary schools for girls, and promoted extending stipends for gymnasiums.
