Graduated from St. Petersburg Commerce Academy; owned several “Rhine shops” (wine shops, which were allowed to sell both domestic and foreign wines) around St. Petersburg including the Nevsky Prospect, a factory “Yakov Peretz & Ko.,” trading company “Express,” and a wine and cognac factory. Member of the Public Education Commission and a representative of St. Petersburg merchants.
