Gurko took part in the Russian-Turkish war of 1877-1878. After the war, he was the military governor of St. Petersburg (1879-1880); in 1882-1883, the commander-in-chief of the army in the Odessa Region; and in 1883-1894, commander-in-chief of the army in the Warsaw Region and the military governor of Warsaw, Poland.
